BMC Budget 2023-24: For 2nd time in history, Mumbai’s civic authorities to present and pass budget themselves – Times Now

Mumbai: The Brihanmumbai Municipal Corporation (BMC) is all set to present its financial year 2023-24 budget in nearly two weeks’ time, and this year, for the second time ever, Mumbai’s municipal authorities will present as well as pass the budget themselves.
The move comes as the term of the civic house ended in March 2022. As per BMC sources, the budget is being passed in the absence of a standing committee for the second time after 1985 when Jamsheed Kanga was the municipal commissioner.

BMC is India’srichest municipal body and has a large budget. Last year the civic body’s budget was pegged at Rs 45,949 crore.

‘Additional municipal commissioners will present the budget to the commissioner’

As per a civic officer, despite the fact that there is no house in place, the provisions of the Municipal Act need to be fulfilled and the budget should be tabled before February 5 each year.

“One of the possibilities is that one of the additional municipal commissioners will present the budget to the commissioner, who is now also the administrator,” said an official.

To fulfill the provisions of the act, the municipal commissioner will write to the municipal secretary about his intention to present the budget and will accept the same in the capacity of a standing committee chairman. This is because all the powers of the BMC house are vested in him as the administrator.

Here, the municipal commissioner is taking two different decisions, one as the civic body chief and another as the administrator, Former chief secretary of Maharashtra and ex-municipal commissioner D M Sukhtankar said.

Additionally, with no civic house in place and to ensure public participation in the municipal budget, the administration has called for suggestions from Mumbaikars via email or in written format by January 28 to the budget. Citizens can send their suggestions on ebmcbudget. [email protected].

BMC budget was presented in absence of a standing committee for the first time in 1985

A municipal official said that in 1984, for the first time in the history of the BMC, an administrator was appointed by the then Congress government. IAS officer D M Sukhtankar, who was the municipal commissioner, became the administrator just when the five-year term of the BMC house was to expire.

The term of the administrator was from April 1, 1984, to April 25, 1985. As Sukhtankar was transferred in November 1984, the next commissioner after him, Jamsheed Kanga, presented the budget in February 1985.
