After reports of panic buying, the notification mentioned in detail that essential services like grocery shops, milk depots, fruit and vegetable shops, bakeries, chemists, media and clinics will continue to function.
It added that not more than 20 people will be allowed for a funeral. Also, it asked district administrations to facilitate home delivery of essentials to minimise the need to step out of home.
Even on Wednesday, there were complaints of vegetable and fruit shops being shut, police assaulting people on roads, and stopping trucks carrying vegetables.
